STATEMENT
For the past two decades the leaders of COPS and Metro
Alliance have worked on issues that impact our communities;
part of this work has been to ensure that San Antonio's
families continue to have access to a safe, clean and
dependable water supply. To this end, we have worked with
our organizations' leadership, and our mayor and city
council, to enact an ordinance that would create the
safeguards necessary to protect our water supply.
Unfortunately, the proposed ordinance, which was intended to
accomplish this goal, fails to provide adequate measures to
protect our water supply. The families of COPS and Metro
cannot accept the regulations in their present form, and
therefore recommend that the city council revise the
proposed draft to reflect the following changes:
(1) Provide greater spec ificity by (a) setting forth
clear and specific guidelines as to what is "reasonable" and
"unreasonable" degradation of the water supply, and (b)
defining "significant recharge features";
(2) Eliminate exemptions to the ordinance based on

permits from TNRCC and the };~ ~ (u~.{;.J
(3) Require that any request for variances shall (a) be
posted t hrough a public notice, (b) proposed at a public
hearing before City Council, and (c) comply with the
requirements of the Texas Open Meetings Act;
